JMWA is searching for a temporary MILCON Project Manager for our Andrews AFB client site!
Description:
Provide daily inspection and project management services for Sustainment, Restoration and Modernization SRM) and MILCON projects, including work associated with the Air Sovereignty Alert Mission, airfields, base pavements, aircraft maintenance shops/hangars, fire protection systems, roofs, administrative offices, etc.
Perform design reviews, updating as-built drawings, developing cost estimates for change orders, develop statements of work and drafting sketches to support change orders and contract modifications for assigned projects.
Perform detailed preconstruction site surveys. Prepare or review as-built drawings at the end of construction including an evaluation of drawings and specifications to verify usability.
Manage the base comprehensive planning process involving coordination with host and other tenant agencies.
Maintain, update and submit a base master plan on functional and architectural compatibility of proposed changes within the parameters identified by the base comprehensive master plan.
Meet with base organizations; develop budgets, project books, project forms, and other programming documents. Identify the most economical and efficient procedures for the design of base construction projects.
Perform work as a project manager and engineering liaison for all Alert Mission projects which include construction of facility valued at over $15M.
Monitor contractor's performance for compliance with contract terms and conditions, as well as plans and specifications.
Review problems encountered and develop recommendations to resolve independently. Provide findings and recommendations to the client.
Complete Construction Inspection Record (AF IMT 1477) daily
Coordinate pre-final and final inspections, and assist in punch lists development.
Assist in project coordination between various entities and maintain accurate project folders with appropriate support documentation.
Process submittals documents and other contract documentation.
Review "Requests for Information" from the Contractor and prepare responses for the BCE/COR.
Advise client on known or potential engineering issues associated with the projects, and prepare documentation.
Maintain contractual and financial documentation, specifications, cost estimates, field notes, and inspection records.
Assist in the validation of contractor invoices and forward for certification; update project payment records.
Provide Technical Consultation services. Review plans and specifications for accuracy and completeness at various stages of development.
Provide detailed report of findings and recommendation of technical changes to plans/specifications due to field conditions or safety requirements.
Attend preconstruction meetings to include fact finding sessions, and fire and safety conferences.
Assist engineers in the formulation of plans and specifications as necessary.
Assist COR and Contracting Officer with technical solutions, recommendations and documentation to support claims.
Required:
Engineering degree preferred, a combination of education and experience may be accepted in lieu of a 4 year degree.
Minimum of 10 years practical experience in operational management and oversight.
Broad knowledge of Engineering, Construction and the requirements associated with constructing projects.
Experience in managing DOD MILCON construction, Air National Guard Sustainment, Restoration and Modernization (SRM), and Air Sovereignty Alert projects are highly desired.
Must be able to operate a computer and prepare documentation using Microsoft Word and AutoCAD.
Working knowledge of Federal, DoD, construction management regulations required.
Knowledge of Army and National Guard and Air National Guard Engineering regulations, engineering technical orders and instructions; agency standard operating procedures and safety issues is highly desired.
