JMWA is searching for an Engineer IIIA (MILCON oversight) for our New Orleans customer site!
Description:
Customer provides the Management, Services, Planning, Programming, Design, Construction, Resource Managing and Contracting for all the Military and State Facilities in the LA ANG including planning and construction of the following projects: Base Master Plan, Construction of New Squadron Operations Building, Renovation of Base Supply Building 31, BRAC-F-15 Sound Suppressor, BRAC-F-15 CIRF Engine Shop, Repair of Aircraft Apron, and Relocation of Alert Facility.
Ensure that all federal, state and military mandates are followed. Function as the liaison between Naval Facilities (NAVFAC), 159th Mission Support Group Base Contracting Office, USPFO, designer, builder and projected occupant. Responsible for the planning and continuous oversight of significant ongoing construction projects critical to the readiness posture of the LA ANG.
Conduct on site construction inspections to ensure all specifications are being met. Provide technical expertise and guidance to other professionals when required.
Assist in contractual processes including: site visit technical representation, generating responses to Request for Information (RFIs), assisting in proposal cost analysis, performing submittal reviews, performing and documenting site observations, participating in and documenting progress meetings, and participating in and documenting facility acceptance inspections.
Prepare project documentation for new construction, renovations and improvements for real property facilities projects. Investigate construction requests to determine propriety. Review historical maintenance data and write reports to explain technical difficulties in upgrading facilities; and recommends useable solutions to meet mission requirements. Assist facility managers in determining safe, effective and economical use and operation of NG facilities.
Analyze construction proposals to determine projected cost, lead-time for completion of planning and design cycles, suitability of proposed location, potential environmental issues, security concerns and potential legal constraints.
Review and process programming documents to include project and processes booklets, initial cost estimates for construction, maintenance, or facilities repair projects and development of project booklets. Project documentation shall be completed in accordance with applicable directives and implement ANG design policy and incorporate applicable code requirements to include the Unified Facilities Criteria.
Assist the Facilities Management Officer staff with technical design reviews including: reviews of drawings and specifications for all engineering disciplines for conformance to the project documents, ANG design policy, applicable codes, and constructability and conformance to cost.
Evaluate the potential for incorporating innovative construction techniques, energy efficient design concepts, green building technology, and product engineering evaluations into proposed construction projects.
Obtain pre-installation performance testing documentation from equipment and system manufacturers, inspect equipment/system installations to ensure contractor compliance with both designer specifications and manufacturers standards, schedule and facilitate inspection of installations by the manufacturer designated representative where required to validate warrantees.
Oversee the operational testing (shake-down) of each mechanical, electrical, plumbing, HVAC, and fire protection system over its entire operational range, and document that each has been properly tested, balanced, or regulated in accordance with prescribed operational procedures.
Assist Design Working Group members in specialized review of the drawings and specifications to ensure understanding and incorporation of specialized technical inputs into the design review comments.
Work directly with the Architect/Engineer selected to design a construction project to facilitate a design that is complete, free from identifiable errors, and will provide the end user with a structure that is functional, energy efficient and economically maintainable over its projected life.
Provide technical expertise to enable client to direct and assure submissions of detailed specifications and related engineering and cost data on capabilities required of contractors and related essential data pertaining to Base let and Base administered contracts.
Ensure continuous surveillance of contractor''s project accomplishment for adherence to schedules, compliance with specifications, contractual provisions, and safety requirements.
Make final inspection of contractor-accomplished projects for technical adequacy, accuracy, compliance with contract provisions, and recommend final acceptance or disapproval.
Review architectural drawings, sketches, and specifications for technical adequacy, constructability, maintainability, operability, and interpretation in terms of requirements for manpower, supplies, and equipment.
Complete investigative work to include user interviews, technical research, and site investigation to develop designs for projects that provide a cost effective solution to existing problems.
Perform limited technical design to produce drawings, specifications and/or statements of work for construction.
Prepare construction cost estimates for designed projects using Means cost estimating tools and technical expertise.
Attend pre-solicitation site visits; provide technical review and response to RFIs and assist in evaluating cost proposals; and perform submittal reviews, site observations, and progress meetings attendance and documentation.
Assist in contract closeout with facility inspections and system start up and assist in coordination of operation and maintenance training.
Required:
Possess Army/Air National Guard experience/knowledge of MILCON customer oversight.
This position requires either a Masters degree in mechanical or electrical engineering or bachelors and P.E. in Mechanical or Electrical engineering. (P.E. preferred).
Must have 10 years experience in managing DOD MILCON construction, National Guard Sustainment, Restoration and Modernization (SRM).
Experience working with the Navy is highly desired but not required.
